Based on the "Executive Yuan's Public Transport Promotion Program," the following TPASS tickets are issued: "Taichung City TPASS" issued by the Taichung City Government, "Changhua County TPASS" issued by the Changhua County Government, "Nantou County TPASS" issued by the Nantou County Government, and the "Central Taiwan TPASS" jointly issued by Taichung City, Changhua County, Nantou County, and Miaoli County Governments (hereinafter referred to as the 4 City/County Governments) commissioned to Taichung Mass Rapid Transit Corporation.

Ticket Types Sold and Usage Scope
The "Taichung City TPASS," "Changhua County TPASS," "Nantou County TPASS," and "Central Taiwan TPASS" are 30-day transportation tickets valid from the date of activation. Pricing (NT$) and the applicable modes of transportation are listed below. Any future changes or expansions will be announced in the TPASS Usage Notes for the four counties and cities.

Notes:
- Intercity buses that do not offer short-distance ticket sales are not applicable for any of the above plans.
- Certain routes, such as Taiwan Tourist Shuttle Jiji Route (6333D), Tianzhong Zhushan Route (6701A), Xitou Route - From Taichung (6883), and Xitou Route - From Changhua (15), are not applicable for any of the above plans.
- Only the respective area TPASS and Central Taiwan TPASS are available for sale in each area.

Notes:
- Central Taiwan TPASS Sales Channel Details (See Attachment 2).
- FamilyMart's FamiPort now offers the "Taichung Citizen Exclusive Discount Purchase" function.
- Users can choose to purchase a new full-fare electronic ticket card or use their existing electronic ticket card (e.g., EasyCard, iPASS, icash) to purchase and set up a TPASS at sales channels. The amount will be deducted from the e-wallet when purchasing. If the e-wallet balance is insufficient, it must be topped up before making the purchase. If using a co-branded card or debit card with auto top-up settings, the amount will be automatically topped up to cover the purchase.
- For users eligible for the Taichung Citizen Exclusive Discount, if the card has not yet been bound as a Taichung Citizen Transportation Card, it must be bound at a designated location approved by the Taichung City Government to enjoy the discounted citizen price. Once the binding is complete and the discount is recorded, the TPASS can be purchased directly from the TPASS ticket vending machines without additional identity verification.
- If the existing TPASS on the card has not yet expired, the cardholder can renew the TPASS within 10 days before the current TPASS expires. The start date of the new TPASS will be the day after the current TPASS expires.
- Only one type of TPASS can be set per card. While the current TPASS is still valid, a new TPASS for a different area or transport mode cannot be purchased. For example, if the card already has an active Taiwan Railways TPASS, it cannot be used to purchase a "Taichung City TPASS," "Changhua County TPASS," "Nantou County TPASS," or "Central Taiwan TPASS."
- TPASS must be activated within 30 days of purchase. If not activated within this period, the TPASS cannot be used, and a refund can only be processed through designated sales channels.
- For Taichung MRT and Taiwan Railways, activate the TPASS by tapping your card at the station entry gates. For city buses and intercity and inter-county highway buses operating entirely within the Central Taiwan (Taichung, Changhua, Nantou, and Miaoli) area (including freeway routes), tap your card on the vehicle's reader when boarding to activate the TPASS function and initiate the transaction. For intercity and inter-county highway buses with trips starting or ending in the Central Taiwan area, where either the starting or ending point is located within the Central Taiwan region (Taichung, Changhua, Nantou, and Miaoli), tap your card on the reader when boarding and alighting. If both the starting and ending points are within the approved stops, and within the applicable TPASS zone, the TPASS function will be activated, and the transaction will be completed. If it is a "renewal" TPASS, it will be automatically activated on the day following the expiration of the current TPASS without requiring additional activation steps.
- The TPASS cannot be activated at public bicycle stations. The cardholder must first activate it using another mode of transportation. Additionally, the cardholder must join the public bicycle membership and register the TPASS card number to enjoy 30 minutes of free bicycle rental (including e-bikes) at designated stations within the TPASS coverage area.
- Taiwan Railways:
- "Taichung City TPASS" is valid for stations within the Taichung City area (including the Mountain and Coastal Lines).
- "Changhua County TPASS" is valid for the Changhua County area (Changhua-Yuanquan local train).
- "Nantou County TPASS" is valid for the Nantou County area (Zhuoshui-Checheng).
- "Central Taiwan TPASS" is valid for the Miaoli Qiding-Changhua Yuanquan local train (including the Mountain, Coastal, and Jiji Lines).
The four TPASS plans can be used on all train types, except exclusive trains and those without reserved seating (such as tourist, group, Taroko, Puyuma, and EMU3000 trains). Unlimited rides are allowed between any stations within the Central Taiwan (Taichung, Changhua, Nantou, and Miaoli) area as long as the trips are within the validity period. If either the starting or ending station is outside the designated TPASS area, the electronic ticket will deduct the fare based on the actual travel distance between the starting and ending stations.
- The TPASS is for personal use only and cannot be shared. If it is found to be used by multiple people, the TPASS will be deactivated, and no refund will be granted.
- Cardholders must follow the tap-in and tap-out rules for each mode of transportation. If the TPASS is locked due to improper card usage, affecting its use on other modes of transport, it can be unlocked automatically for city buses, highway buses, and Taichung MRT. For Taiwan Railways, the cardholder must visit the original operator to unlock it. No e-wallet balance will be deducted for unlocking; the fare verification system will return the unlocking fee to the operator according to the transport regulations.
- For incomplete ticket transactions during the TPASS validity period, no additional fees will be charged to the cardholder. The fare reconciliation will be calculated as follows: city buses and MRT will use the base fare; highway buses will use the base mileage; intercity buses will use the fare for the shortest route between the start and end points; Taiwan Railways will calculate the fare based on the passenger's declared travel range.
- In the event of service disruptions due to natural disasters, accidents, or other factors preventing operators from providing the scheduled service, the TPASS validity period will not be extended.
- TPASS validity begins on the first day of use (excluding YouBikes; all other transport modes can be used for activation). The activation date is not affected by the time of activation on that day. The TPASS will be valid for 30 consecutive days from the first day of use. For example, if the first day of use is July 1, 2023, the TPASS will be valid until July 30, 2023.
- "Expiration Time on the Last Valid Day" day is based on the original end time of each transportation service. For example, if the operational day for a city bus is July 30, the service end time would be 01:00am on July 31 or the last scheduled departure time for that route.
- Refunds can be requested if the TPASS is not activated within 30 days of purchase.
- If the TPASS has been activated, refunds are only available within the validity period and must be processed through designated sales channels. The refund amount will be credited to the e-wallet. No refunds will be granted after the validity period has expired.
- Refund Calculation
- The refund amount is calculated by deducting the daily usage amount for the days elapsed from the TPASS price, plus a handling fee of NT$ 20. The remaining balance will be refunded from the TPASS dedicated account (no refunds if the balance is insufficient). The aforementioned daily standard base amounts deducted are as follows:

- The "days elapsed" refers to the number of days from the TPASS activation date to the refund request date. If the TPASS is refunded without activation, the days elapsed will be counted as zero, and a handling fee of NT$ 20 will be charged. If a refund is requested after the TPASS has been activated, the refund request date will be counted as a day used, and no refund will be issued for that day.
- Non-registered electronic ticket cards (including co-branded cards) cannot be reported as lost.
- For registered electronic ticket cards (including co-branded cards), in case of loss, theft, robbery, fraud, or possession by a third party, the cardholder must follow the procedures set by the card issuer to report the loss. Since ticket cards are not processed in real-time online, the cardholder will be responsible for any loss incurred within 3 hours after the loss report is confirmed.
- After reporting the loss to the card issuer, the refund for the TPASS will be calculated based on the number of days elapsed from the activation date to the loss report date, minus a NT$ 20 handling fee. The refund will be processed through the current refund channels for registered electronic ticket cards and returned to the cardholder via refund notification, bank transfer, or included in the bank statement.
- The ticket allows for unlimited rides within the validity period. No refunds or compensation will be provided for suspensions of use due to personal reasons such as injury or illness.
- The TPASS is for personal use only and cannot be shared. If it is found to be used by multiple people, the additional users will be treated as "non-ticket holders" by the relevant transport operators. No refunds will be granted.
- Cardholders must follow the tap-in and tap-out rules for each mode of transportation. If the TPASS is locked due to improper card usage, affecting its use on other modes of transport, it can be unlocked automatically for city buses, highway buses, and Taichung MRT. For Taiwan Railways, the cardholder must visit the original operator of the transport service to unlock it. No e-wallet balance will be deducted for unlocking.
- In the event of service disruptions due to natural disasters, accidents, or other factors preventing operators from providing the scheduled service, the TPASS validity period will not be extended.
- If MRT train services are disrupted, affected cardholders may request compensation according to the "Passenger Rights Impairment Compensation Regulations" of Taichung Mass Rapid Transit Corporation.
- The card should be kept in good condition and protected from dirt, bending, scratching, abrasion, exposure to high temperatures, and distortion. If the card cannot be read due to such damage, the TPASS will not be accepted for use. If the damage is confirmed to be due to human factors, the refund amount for the TPASS will be calculated according to the refund policy and returned to the cardholder.
- If the card cannot be read due to other reasons, but the card is intact and has not been damaged by human factors, please contact the customer service hotline of the respective electronic ticket company for assistance.
